Seeing plastics as a litter problem

What if plastic is seen as a litter problem more than anything else? What if we have a magic bin that sucks up plastic at the source and converts it into dense pellets and thereby preventing its uncontrolled presence on the land, water, and everywhere else. Once we have the pellets let there be a supply chain to decide how to re-use them. Maybe this is a much more doable solution and could address the problem to a very large extent.
Additionally, if each business entity (at least the large ones) consuming plastic is measured for their use of %of recycled plastics vs %of virgin plastics and also measuring those funding them we can start looking for a world with NetZero plastics!!!
