Reduce trash pollution into Los Angeles’s oceans

I enjoy spending time around the Santa Monica Bay, but as a stretch of coast that abuts one the largest urban centers in the world, this beautiful oceanscape is susceptible to lots of urban pollution and other runoff. It's really disappointing to walk along the beaches here and see trash (single-use plastics and other general debris) strewn in the waves and sand. A lot of this trash comes from the LA watersheds that pour into Santa Monica Bay. Is there some better way of filtering out this trash so our creeks/rivers and oceans are left in better condition?
