Oyster Habitat for cleaning/filtering the Oceans

I would like to start an oyster habitat project here in the Aegean Sea (Between Greece and Turkey) that would clean the polluted bays in the region. Having an agricultural business background and living on the sea side all my life I feel confident that I can manage/coordinate such a project with the contacts I have and in cooperation with a serious foundation. Therefore I would appreciate if you would recommend such foundation in order to achieve this goal.
