Human Pollution

Third world countries have tons of trash and let water bodies just take it. How can we change the culture of these countries to take their own trash and disintegrate it. Japan has a culture where people take trash all the way home sometimes. Also the trash usually comes from old 1st world tech. Are 1st world countries dumping on 3rd world countries. Maybe . I'd like to see more reusable devices such as pottery that can be broken down and reused.
